Simulate Electricity Peak Shaving Programs

Similar to DSM policies, a value can be read in to simulate a program that reduces electric demands during peak load periods, resulting in impacts in generation and electric prices. The xPkSav variable represents peak savings in megawatts. Several current policies read in a single value per area from an expected program and weigh the savings to each covered sector using base case electric demands. Writing the same value to xPkSavECC is required for including savings in the supply calibration.
