We estimate xMMSF from historic demand and production capacity, so it's not necessary for the client to input. However, if they would like to alter adoption rates (MMSF) of techs, they can do so by providing values for those specific enduse/ECC/area sets of techs. 


xMMSF is an intermediate policy variable which is used to calculate MMSM0 in files like  Res_MS_Coefficient.jl.  


The before step sets xMMSF equal to the MMSFBase in the files like Res_MS_Initialize.jl.
